Annotation: In this paper the practical experience of state regulation of residential property in the Donetsk People's Republic has been analyzed; legal and regulatory framework on rehabilitation of residential and public facilities in Donetsk People's Republic has been monitored; the procedure for recovery of residential properties in the Donetsk People's Republic has been considered: the procedure for the formation and operation of the state-run program "Affordable housing for young professionals" (on the example of the health sector of the Donetsk People's Republic) has been elaborated with reference to the social, economic and demographic assumptions.
