Annotation: A recent study of literature sources and practical results in the field of staffing enhancement in housing and utilities sector implemented by the domestic and foreign entities are represented in the article. The necessity of system development in the area of occupational training, retraining and career enhancement in housing and utilities infrastructure, based on the concepts of complexity and lifelong learning is substantiated. The authors of the article also suggest an implementation mechanism for the process of its realization.
