Annotation: There is no doubt about the importance of modernization of Housing and Utilities Sector that takes place in Russia today. However, according to the view that authors of the article share, at this stage of reformation, insufficient attention is paid to the human resourcing of this process. Therefore, in the article, on the basis of a historical (retrospective) analysis of the role that inputs of production plays in the functioning of organization, the conclusions about prime importance of the qualitative supplement especially in personnel component of the given process are made.
